Council voted 7-0 to make this Separation Agreement public. Council also voted to waive Section 11 which restricts any comments around the reason for the separation (the “gag rule”); however, the former City Manager refused to release this section, precluding discussion around the reasons behind the separation.
In the separation agreement Paragraph 19 states that Jason Reynolds will work for the City of Nassau Bay in December finalizing the FEMA applications and finishing the 2022 Budget.
The former City Manager's timecards for the City of Nassau Bay reflect “sick pay” for December while he was working at Mont Belvieu.
According to City of Nassau Bay Sick Pay Policy, 'Sick leave is paid time away from work due to an employee’s bona fide illness or injury that prevents the employee from working, for visits to the doctor or dentist, or to care for certain family members who are ill or injured.
On Nov. 15, 2021, the former City Manager applied for a job at Mont Belvieu. On Nov. 19, 2021, the former City Manager got his first draft of a contract to work at Mont Belvieu starting Dec. 2021. The former City Manager signed the agreement with Mont Belvieu Nov. 23, 2021, even though he had also signed an agreement with the City of Nassau Bay to work in Dec. 2021.
The former City Manager submitted timecards to Mont Belvieu and was paid for work in Nov. and Dec. 2021 (timecards for Nassau Bay were submitted for 'Sick Pay').
Note the hours often exceed 10 hours per day.
During this meeting, a resident stated that she felt there was an attempt to make City Council officials look bad for political reasons over the former City Manager’s separation and shared results of her FOIA requests. Afterwards, the resident was confronted at City Hall by the angry former City Manager, resulting in the Police Report and investigation into a pattern of such conduct at City Hall.
This FOIA is from an investigation of conduct by the former City Manager at City Hall. It has been heavily redacted to protect the female employees involved in the investigation.

In Nov. 2020, the former City Manager made a proposal to add more apartments next to City Hall. In the video, he says "We need to know that the development of Nassau Bay is going to change the character of the City... Anything coming in is going to become higher, more compact and closer to the neighbor's house... We are really part of Houston... we are quickly coming out of the Suburban community".
This is the original employment agreement with the City of Nassau Bay and former City Manager. It was signed in 2015 by former Mayor Mark Denman,
Section 2.B says the agreement with the City of Nassau Bay is 'exclusive'.

In this email, Mr. Lee suggests replacing sitting council members who voted in favor of the separation agreement and calls to develop a “slate of candidates.”
In this email, Mr. Lee states “there is a veil of darkness which has been cast by some of our elected officials and embedded in the separation agreement.” He further calls to “condemn those who formented this vile deed”.
In the City Council Meeting on Mr. 14, 2022 Roscoe Lee said that he never said that the former City manager was fired for playgrounds and the unpopular statue across from the Hilton.
However, the email from Roscoe Lee's official @nassaubay.com email says otherwise.
